Born in 1965 in Salari, Rajasthan, Rathore attained his Masters degree from the College of Art, New Delhi. He has participated in several solo and group exhibitions in India and abroad and has also been awarded various scholarships by AIFACS, Rajasthan Biennial and the Lalit Kala Academy. Rathore has also received a fellowship from the Ministry of Human Resource Development in appreciation of his work.
